Beginners Guide to CSS Competitive Examination
Please follow in order as directed.
  1. To check your eligibility you need to have a look at CSS Rules
  2. To know syllabi you need to browse CSS Syllabus
Once you browse the above links certain problems or questions would crop out in your mind. These are those certain problems, which we confront when we aspire to take CSS exams. These are:
  1. What optional subjects should I opt?
  2. Am I competent enough to take CSS exams?
  3. What is sufficient time span for preparation?
  4. How much should I study?
First we deal question 1:
There are two perspectives:
  • Optional subjects about which we learn that they are high scoring subjects.
  • Optional subjects about which we learn that they are not that high scoring subjects.
Perspective A:
No denying the fact that there are certain subjects, which are really marks yielding these subjects include all science subjects such as pure math, applied math, physics, computer sciences… and other subjects such as mercantile law, accountings etc. To analyze this perspective one should consider these points:
  • One's aptitude concerning the subject.
  • One's skill concerning the subject.
  • One's capacity concerning enhancement one's capability in the subject.
Who should opt these subjects?
Anybody who says ‘yes' to all above questions should go for these subjects.
It is reality that there is no surety that one earns a bachelor's or master degree in any of the these disciplines with enthusiasm or keen interest. Most of us earned our degrees without reckoning our aptitude. Or we go for a discipline, which is in “fashion”. Or sometimes we are left with no choice-a Hobson's choice. In CSS mater is quite different here we do not have to earn a degree rather we have to grab excellent marks. If these subjects are marks yielding; it is realty too that these are one of those subjects, which can't be solved with general knowledge. General knowledge is a tool or open seism for success in subjects fall in category of humanities. One of the best ways to analyze one's capabilities in natural sciences subjects is to review past 10 years papers in this way one can easily understand the prospective problems and rate of success. By reviewing past 10 years papers one can easily calculate how much diligent efforts are required to get excellent marks in the subject. Please neither underestimates nor overestimates your competence. In case of overestimation none would endure loss but only you. Underestimation is somewhat good because it would work as impetus for hardworking. Most important thing in opting these subjects is your aptitude. Higher the aptitude higher would be the rate of success.
Remember in old days only physical strength was a tool to get success; physical strength was replaced by intelligence; intelligence was replaced by hardworking; hardworking was replaced by power of self-administration.
So only criterion of success is to administer yourself; administer your aptitude, administer your intelligence and ultimately administer your power to endure tough times.
Perspective B:
This perspective does not hold water because of the fallowing facts:
  • No subject is low scoring if one is well prepared.
  • Only requirement to get high score is to know how to deal that subject.
  • Your aptitude is your strength; higher the aptitude higher would be success rate.
For instance, it is said that constitutional law is too easy subject but as low score as 2 has been recorded in this subject. Intriguingly in the same subject numbers of aspirant have scored more than 80%.
As said before your aptitude is your strength and next step to get excellent marks is to administer your aptitude. Only advice that could be given is to evaluate your aptitude precisely. Point is to put effort. Remember any subject either belongs to natural science or social science would be of no use if you have no aptitude or interest. Lower the aptitude higher would be boredom; higher would be boredom higher the difficulty in dealing the subject and ultimately higher stamina would be required to borne that subject. So please do not waste your vitality just in digesting perceived monotony a subject.
Last but not least point in opting optional subjects is to evaluate scope of subjects. Go for that subject where you have adequate interest coupled with relatively shorter syllabus instead of that subject where you feel too aptitude coupled with too much syllabus. Here the most important constraint is of time constraint if you have a year for preparation you could choose latter option but if you do not have enough time formal option would be better.
Now time to deal second question.
Am I competent enough to take CSS exams?
There are indeed some apprehensions such as:
  • I have never enjoyed creditable academic record.
  • My English is not that high.
  • I am not confident.
Can I offer what this endeavor demands?
You can cope any kind of apprehension if you have high will compound with logic. If there is a will there is a way! What you have to do is to draw a strategy or a plan with different milestones you job is to cross milestones within time. For instance your milestones (which could be interpreted in term of prerequisite of success) could be these:
  • Milestone 1: I have to get English proficiency (say first 3 moths).
  • Millstone 2: I have to develop analytical characteristics (say within 2 months).
First you have to draw your strategy; strategy is how you define you ‘problem statement' that is you define what you have to do in order to achieve you objective the second part which is most important is to execution of strategy that is your work on “how” part of your problem. Remember do not render strategy making “a brown study” or building castle in air. You strategy should be feasible and must be realistic or workable. Again please do not overestimate yourself.
You can do any thing what any other single human being can do. If you feel that you take more time as compare to any other person or just simple that you can't grab things fast do not bother yourself remember the essence that ‘YOU CAN DO WHAT OTHER CAN DO!' instead of taking time span a predicament. But time span should be realistic such as if one can do a piece of work in 1 day you must be able to do that work in 3 days anyhow that different must keeps dwindle as time passes and you should be able to do that work in 1 and half day.
Beside aforementioned stuff following are other imperatives that are of equally importance:
  • English language proficiency
  • Grasp on current affair
  • Analytical capabilities
What role English language proficiency plays is as obvious as one's existence.
About grasp on current affairs I would like to quote Yahya's statement that if one has no grasp over current affair one no need to bother oneself to take exams. Yahya scored 37 th position in 2003 CSS exams. Yahya statement holds water in very circumstances and one can easily validate his statement if one has gone through paper pattern of 2005 CSS exams; even Islamyat paper was not devoid of current affairs.
Analytical mind plays decisive role in one's success FPSC has too changed her course from encouraging rot learning to appreciate analytical mind. If you do not have analytic skill it would be very difficult to attempt paper with reason and logic. If your paper has no show of mind you cant expect any bright success. Anyhow to develop analytical skill is not too difficult you just need to read what one says and put argument accordingly. First you would face difficulty to pen argument but you can learn from editorials or opinions of newspaper where writer always support her option only on bases of logic. You can easily judge that different writers support their points on different ground and they often vary from each other if endorse one policy other endorse any other policy you can judge that on what points one endorse a specific policy and on what points one oppose that policy. Another way is to develop these skill is to discuss contemporary affairs with your friends, go to chat room try to get opinions of different people who belong to different regions argue with them on specific points through this way you can easily gather different viewpoints such as American view, Iraqi, Indian view on specific issues. Remember learn how to acknowledge true reason; do not dare stick to your point if one provides enough logic to support her point instead of your insistence on your viewpoint, which is averse of logic.
Now to deal question: What is sufficient time span for preparation?
No one can predict accurate time span it could be from 6 month to 3 years. All is what academic background you have what kind of skills you have what is your rate to grasp concept.
  • If one has to start from scratch but possessing good metal capabilities rough estimation is of 1 year.
  • If one has to start from scratch with not too good metal capabilities rough estimation is of 1½ to 1 year.
  • If one need not to start from scratch and possessing good metal capabilities rough estimation is of 6 months.
Thing is this is you who has to gauge your skills precisely on one can better predicate time span for preparation but only you. Another thing is this time span is estimated with viewing of getting good positions. There could be no time span if one claims oneself a fatalist and insist to enjoy the aftermaths of one's adventure based on “high stars” rather than on deliberation.
How much should I study?

Answer of this question strictly depends on your choice of time span coupled with your metal capabilities. Whatsoever time span you chose as suggested above (in second last question) you need to study from 6 to 8 hours on daily basis.

Q1. How to choose optional subjects ?

There is no calculated trick has classified for choosing optional but our veteran members organized a trick to choose optional. Most of beginners look for high scoring subject but true aspirant never be trapped in the intricacy of high or low scories because it depends upon grip on subject. the way of attempting the questions of aspirants that make it a high scoring or low scoring subject

1. Choose the subjects according to your aptitude. Subjects which u have studied in your academic period. Subject which are more crediable to acquire flying colours. u have natural tendency for the subjects as when u study you do not feel exhausted.

2. Choose subjects which are homogeneous in structure of compulsory subject. For instance, Indo-pak history (part 2) covers through PA , IR covers through CA .

3. Choose subjects which are not too lengthy such as journalism. In the light of a CSP suggestion , He covers the syllabus of journalism with in 10 days.

Aspirants should check out syllabus & past papers ere selection of optional subjects.

 2. How to prepare study plan schedule ?

Study plan is most important thing for CSS preparation . Aspirants should prepare study plan schedule at first . After preparing schedule, Aspirants should commence acting upon it. According to a veteran member study plan , Essay writing & precis writing must be applied as a daily routine. While Aspirant are prefered to start preparation with PA & EDS. CA will be covered through daily newspaper reading but aspirant must be updated through contemporary affairs . CA should be the last subject prepared .

Q 3. How long an aspirant should study a day ?

Atleast 8 hours a day for 9 months (suggested by a CSP)

Q 4. How many words should we write in essay paper ?

There is not any hard and fast rule to mention specific words in essay. Write appropriate words which reveal all aspects of topic. It is not must to write redundant-words . Around 2500 to 3000 words in essay is an ideal length for essay. A CSS candidate's essay is expected to depict more QUALITY than QUANTITY.

Q 5 . How to read news paper.

1. Starts from 1st page only
2. Editorial page (very very important)
3. International page
4. Business page (only fact & imp news)
5. friday features of dawn

Originally counselled by veteran CSS candidate

Q 6. Which books / material should we follow for compulsory subjects ?
Under guideline of CSP`s and Veteran members , following books are prefered for compulsory subjects.
English :

A practical english grammar by A.J Thomson Or Wren & Martinet
Exploring the world of english by syed sadat ali shah
Direct Indirect made easy
Active passive made easy.

Pakistan Affairs :

Pakistan Affairs by Imtiaz Shahid
Struggle for Pakistan by I H Qureshi

Current Affairs :

Read Dawn Extensively
Contemporary Affairs by Imtiaz Shahid (atleast 2 or 3 latest additions as it is series)
Keep updated with the economic survey of pakistan & annual budget include other business reports

EDS :

Everyday sciences by Prof. Dr Akram Kashmiri
Encyclopedia of EDS by Dr. Zafar Saeed Choudry

Islamiat :

Islami Nazria Hiyat by prof Khursheed ahmed
Islamic articles on friday in dawn
Islamiat for CSS by Zahid Hussain Anjum (Dogar Publishers)

Q 7. Which notes should we follow ?

Always prepare own notes. It is extemely important that you make notes for all the subjects except Essay and English. It has two reasons , Firstly your material / notes will have discrimination beside other`s material. It will gain the interest of checker. Secondly all the syllabus will be well reflected because u ll have studied it before. It will make easier your reading. Always prepare concised notes, It has clear reason that u will have 3 hours to answer 10 questions. Moreover concise notes reveal all the aspects in few words . for example : if u write many paragraphs checker will sign single mark to a paragraph. Where as , if u describe point wise , checker will sign for each point separately.

Q 8. How to accumulate material for notes ?

you will need to research your topic thoroughly to find information . Use each of these three methods.

1. Personal experience : use the knowledge u already have on the topic
2. Reading : use information found in books , magazines and pamphlets from the library and the internet
3. Interview & inquiry : ask question of people who know about the topic.

Ø  welcome to the forum. The ideal situation would be that start a subject finish it and then move on to the next one. Studying 2-3 subjects at a time only confuses a candidates. If you want to study more than one subject at a time then perhaps you should start preparing English along with your selected subjects.

As you have a lot of time before Css 2010, i would suggest that you start with Compulsory subjects. After completing them you can move on to your optional subjects. But remember to revise your compulsory subjects along with your optional subjects.

Default KOON BANAY GA CSP? (By Nadir Chattha,2nd position,DMG Group)

Well it was originally posted by Nadir Chatta on "www.css.com.pk", if i m not mistaken he was the 2nd position holder of 2003 css exam. so i thought to share his thoughts and experience with u all.

"Getting into the superior services is undoubtedly a big deal because this will allow you to become the member of the elite class in Pakistan with in a matter of days i.e. as soon as the result is announced of your CSS exam you will suddenly be somebody out of nobody. People will show more respect and a greater degree of understanding. You might even get phone calls from distant relatives whom you may have met only on family weddings or funerals. Well, why not. People should call and you should also feel special because some years down the line you will be making decisions for a country that was established some 55 years ago as a result of great sacrifices. In other words you will be carrying the beacon forward to the future which was passed on to you by your elders starting from Muhammed Ali Jinnah, Allama Iqbal, and Syed Ahmed Khan.

So go ahead and become one of those who will take this country well in to the 21st century. Become a part of the change. Become the force behind development. Become the person who will direct the industry, finance, agriculture, social services, healthcare service, community planning, and so forth. Become a civil servant. So far so good.

But there is a catch. You cannot be a part of all what I said in the last two paragraphs unless one hurdle is crossed. You have to pass the Central Superior Services’ exam. Commonly known as the CSS, this exam is one of the most difficult tests of endurance, consistency, attitude, and maturity. However, contrary to the commonly held belief, you do not have to be a Abdul Kader Khan to pass CSS. Your intellect level shall equal that of Mr. Ramzan Ulfat Ali Usman i.e., average.

Those who have met young officers in DMG, PSP, CEG, and foreign services and have taken advice from them regarding CSS exam might have noticed two things. One, an impression might have been portrayed that CSS is an Everest and only “they” can pass it. Two, CSS can be done in as less a period as only three months supported by a strong conceptual background and an immense grasp over general knowledge.

Well this is half the truth because for some reason successful civil servants are not too keen to share their true experience. Maybe this has to do something with our societal structure because we generally do not want to be honest to others. Only siblings and a best friend might give you the truth: cousins and referrals are not reliable at all because they do not have a direct interest in your success.

To cut it short, CSS is not that big a deal and anyone who works hard can do it. All it requires is the right advice blended with the right amount of effort and luck. Effort and luck totally depends upon you but what others can do is give you the right advice. What is meant by the word “right advice” is that you should have a precise idea about the correct subjects to choose, how many books to read, which one’s to read, what relevant chapters to read, how to make notes, and most of all how to retain and reproduce what you have read.

Hence, if you have the right advice, from the right people, the right preparation, at the right time, and the right study material, there is no doubt that you cannot become a civil servant."

Thumbs up Malik Qamar Abbas Khokher,6th position,CSS 2003 exam

Respected Competitors!!

Assalam-o-alaikum! I just wanted to share my expeience regarding the selection of subjects. I gave myfirst&last attempt in the year 2003,got 6th position and was over-all second in the written test by securing 774. While selecting the subjects, one should keep the following factors in mind:

1. Luck is undoubtedly the most important factor as has been suggested by Adeel Shah. THe same subject in which you secure around 70 marks in 1st attempt can get flunked in the very next.

2. Having a background in a subject does not matter at all. I never studied Public Administration, Journalism, Sociology, International Relations in my whole life b4 appearing in CSS,BUT,ALL THESE SUBJECTS GAVE ME EXCELLENT MARKS.

Soc-64,Jour-65,IR-69,Pub Ad-68.

3. The trend of high score and low score keeps on changing. In my attempt,Eng Lit gave the worst score(I havent heard about a person who got more than 107).But in the year 2004,the same subject gave excellent score and helped a lot of my friends in getting their allocations. So,one must be very vigilant of the latest trends in marking by keeping oneself abreast of the latest scores in a subject.

4. If you are a masters in Business Administration,it doesnt entitle you to opt for B Ad compulsarily. I had a masters in Eng Lit but i opted for Urdu Lit even though my seniors tried vehemently to deter me from committing that "grave mistake". But ,by the grace of God,my selection rewarded me a lot.

Academy Subjects

1.Economics (Beware of the cynical but very sweet teacher)

2.Govt. Functioning(Where everything will be discussed except the functions of the government)

3.National Issues of Pakistan(Get prepared for another aeries of lectures on Pakistan Studies)

4.Contemporary Issues and Islam (There will be nothing "CONTEMPORARY")

5.Communication Skills(a SUBJECT DESIGNED ONLY FOR GIRLS AND GUPPSHUP)

6.Computers (Pray that you get some good teacher)

7.Public Speaking(a subject for making many OFFICERS embarrassed)

8.Office Management and Procedures(a very important but at the same time, an extremely boring subject)

9.Public Sector Finance(Koi batlayey ke hum batlaen kia!!)

10.Public Sector Management

11.Syndicate Work(in which the probationers will be divided in groups of twenty. There will be a President and a Secretary of the SNDCT.Please dont try to be one of them as the whole workload will be shifted on your head as the time of presentation would get closer.

Please strike a balance between fun and studies.Total fun placed me at 66 in the merit list of the Academics....a fall from 6th in CSS...

Malik Qamar Abbas Khokher (FSP)

Jahanzeb Khan, has attained Fourth position in the Competitive Examinition 2006

His Score in CSS exam 2006

Written: 688
Interview: 236
--------------------
Total: 924

His experience abt Compulsory and optionals

English Essay: I think essay writing is a very difficult task. It may not sound very difficult but trust me, it is. In CSS, the only paper that you should fear is that of Essay.

I think the first and foremost important factor in essay writing is that of the topic that you attempt. It's always better to know your strenghts and weaknesses before going for a topic. Myself, being equipped with the statistics and an overall picture of our economy attempted 'Foriegn Direct Investment in Pakistan' this year. I could have opted for 'Global warming' because i had read an extensive article on the said topic. But i didnt. Reason being, an article doesnt give you enough information to write a three hour essay.

The point that i am trying to make is that, only go for that topic that you think you have complete command over. An article or two for that matter arn't enough. For those who find my suggestions a bit confusing and for those who don't know their strenghts and weaknesses, i recommend that they should read the daily Business page and weekly Business op-ed in dawn. This would arm them with enough analytical overview of Pakistani economy that they shouldn't find the economics related essays difficult. I think this is one of the safest bets to clear the essay paper because every year we get an essay related topic. It may vary from year to year but it, for sure, will be related to our economy.

English Comprehension: To be honest with you, i dont know if there are any standard rules that u could follow and clear this paper. About vocab, DO NOT try to memorize difficult words, it's useless. Use digital dictionary all the time. Practice Precis and comprehension.

Islamiat: Read friday features. Get urself 'Islam at a Glance' or any other text book and write down all the verses and Ahadith relevant to different topics. For example, i jotted down the relevant verses and ahadith for women rights, different systems, Islamic morals etc. It's highly recommended that u guys memorize'em. Because, the kinda questions we r getting these days are highly subjective but if u know the relevant verses and ahadith, u have the flexibility to answer different questions in ur own way.

Current Affairs: Read dawn and Imtiaz Shahid's quarterly Contemporary affairs. Make your own notes, if u have time. I did.

Pakistan Affairs: Our seniors would want us to read the 'Formative phase' but the recent papers suggest otherwise. If you check out our paper, u would know what i am saying. So, i think, u should read formative phase but do not waste too much time on it. I think u should read the national news in Dawn about the policies of our government.

Everyday Science: EDS is so lengthy. Memorize units from Imtiaz Shahid's. Memorize abbreviations from every where (note'em down whenever u come across one). Read universe and human physiology from some encyclopedia for kids (i know what ur thinking). If u cant find one, read it from Imtiaz Shahid's. And the most important book, Bhatti's EDS book. This book would help you answer objective type questions.

Optionals

Political Science: Read constitutions from Kelly and wikipedia. About thoughts, read Jud Harmon for western philosophers and Rosenthal for Muslim scientists. Note: Do not read both, opt for one

Constitutional Law: Same as Political Science

International Relations: Ummm, a bit tricky. Go thru Wikipedia and any book

American History: Read 'Majumdar and Srivastva' (It ends with Nixon years). 'Pocket history of USA' from Nixon years to Bush Senior. And wikipedia for Clinton and Bush Junior.

Pushtu: Read 'Pohanna'

Tips for preparation

It is extemely important that you make notes for all the subjects except Essay and English. Notes are very helpful. Infact, i dont think u can clear CSS without ur own notes.

It is also important that u guys should get urself books on MCQ's for each subject. Memorize the objectives.

I know it sounds like an uphill battle but trust me it isn't. I think making notes should take you three to four months, not more than that. And another three months for reading your own notes.

Psychological test

The first day of psychological test is all about writing. Just try to be yourself and do not try to project yourself as super human or something

The second day involves group discussion, command task and an informal interview with the psychologists' panel. In the discussion, you do not have to take the initiative. You can listen to others and then speak. Try to be logical and do not speak for the sake of speaking. You can second your colleagues or differ from them. In the command task, use common sense, that's it. Initiate the meeting by saying something like " The reason i have called this meeting is cos we are facing a situation.....". Explain the situation and then start taking suggestions from your colleagues. One of'em would be noting down the minutes of meeting, take his feedback and then conclude. You may alter your conclusion if u r given a suggestion which sounds better than your own or you can stick to your original conclusion.

The psychologists observe your confidence and leadership qualities.

Interview [got 236/300]

I was quite happy with the way i performed in my written exams. I wasnt as content with my interview though. I was interrogated and cross questioned a lot by the chairman. We had arguements but i was polite and came up with logical answers to his pointing questions. In the end when the chairman realized that i wasnt taking any pressure from his questions, i think, he tried to impose his views on me to get the best out of me but i would put forward my views to negate his. At the end of the day, the interview was quite an experience. I was candid throughout my interview, gave honest replies to all the questions, never resorted to flattering or 'diplomatic' answers. My verbal english is okay. Looking back at my written exam, i think, i must have secured exceptional marks in my interview that helped me land at the fourth position overall which is quite an achievement for a candidate from Balochistan. I am glad that the panel dont have stereotypical views which is great. Guys, just be yourself, if you get to the interview stage.

(Thanks Jahanzeb rora)
